Overview

Xeovo is a privacy-first VPN service that has built its reputation on radical independence and genuine anonymity. Founded in 2016 and headquartered in Finland, the company operates without venture capital, outside investors, or bank loans—meaning its only stakeholders are its users. This bootstrapped model eliminates the pressure to monetize user data that often compromises larger, VC-backed competitors. The service offers both standard VPN connections and advanced stealth proxies designed to evade sophisticated censorship systems in authoritarian regions.

What distinguishes Xeovo in the crowded VPN market is its unwavering commitment to operating without surveillance infrastructure. The website explicitly rejects trackers and analytics scripts, a rarity even among privacy-oriented services. With coverage across 27 countries and 60 servers, Xeovo prioritizes connection quality over server quantity, offering unlimited bandwidth and support for up to five simultaneous devices per account.

Privacy & KYC

Xeovo delivers true L0 trustlessness: no account creation is required to use the service. This represents the highest tier of anonymity in our framework, as users can obtain credentials without submitting any identifying information. The provider maintains a strict no-logs policy, explicitly stating that no data is retained that could be compelled by court order. This claim is reinforced by annual transparency reports published on the company's Hub.

  • No email required for service activation—eliminating a common correlation vector
  • No IP logging infrastructure in place
  • Tor availability for users seeking additional network-layer anonymity
  • Finland jurisdiction with robust privacy protections under EU and national law
  • Zero trackers or analytics on the website itself, preventing browser fingerprinting

The privacy score of 100/100 reflects this comprehensive approach. However, the trust score of 71/100 suggests room for improvement through independent third-party audits—a step the community has actively requested and which would substantiate the no-logs claims with verifiable evidence.

Supported assets & payments

Xeovo accepts an unusually broad spectrum of payment methods for users seeking financial privacy. Cryptocurrency options include Monero (XMR), Bitcoin (BTC), and Litecoin (LTC), with Monero offering the strongest transactional privacy through ring signatures and stealth addresses. For maximum anonymity, the service also accepts cash payments by mail—a nearly extinct option among contemporary VPNs that demonstrates genuine commitment to unbanked and privacy-conscious users.

Fiat options remain available for those less concerned with payment privacy: credit and debit cards (Visa, MasterCard, American Express, Discover), PayPal, Apple Pay, and Google Pay. Pricing is straightforward and refreshingly honest, with no misleading introductory rates or forced bundling. As of 2026, plans start at €4.99 monthly, with discounts to €3.99/month for six-month commitments and €2.99/month for annual subscriptions. All plans include identical features; the only variable is commitment length. A 30-day money-back guarantee applies across all tiers, with refund requests processed within 24 hours according to the provider.

Security & custody

Xeovo's technical architecture emphasizes proven, open-source protocols over proprietary solutions that might conceal vulnerabilities. The service deploys WireGuard and OpenVPN across all supported platforms, with encryption handled by modern cipher suites: ChaCha20 and AES-256. These represent contemporary best practices resistant to both current and foreseeable cryptanalytic attacks.

For users facing aggressive network censorship, Xeovo provides multiple obfuscation technologies: Shadowsocks, AmneziaWG, VMess, Trojan, and VLESS. These stealth proxies disguise VPN traffic as common protocols like HTTPS, evading deep packet inspection (DPI) systems deployed by authoritarian regimes. This multi-protocol approach offers redundancy if specific obfuscation methods become targeted.

Additional security features include kill switch support to prevent traffic leakage during disconnections, ad and tracker blocking at the network level, and secure infrastructure hardened against common attack vectors. Notably, Xeovo does not operate as a custodial service in the traditional sense—users purchase access credentials rather than depositing funds, eliminating counterparty risk associated with account balances.

Who it's for — verdict

Xeovo earns its 9/10 overall score by delivering precisely what privacy-conscious users need without dilution or compromise. The service is ideally suited for journalists, activists, and ordinary citizens in censorship-heavy regions who require DPI-resistant connections; cryptocurrency users seeking to sever the financial trail to their online activities; and anyone who rejects the surveillance economics that dominate the broader VPN industry.

The primary limitations are the modest server network compared to enterprise-scale competitors and the absence of published independent audits to validate no-logs claims. Users prioritizing streaming geo-unblocking over censorship resistance may find larger networks more suitable, though Xeovo's 27-country coverage remains adequate for most purposes.

For the no-KYC audience specifically, Xeovo represents one of the strongest available options: genuine anonymity from signup through payment, Tor integration for additional protection, and a corporate structure inherently resistant to investor-driven privacy erosion. The community sentiment—consistently noting responsive human support, clean website design, and reliable multi-year operation—aligns with our assessment of a service that prioritizes substance over marketing.

They provide DPI-resistant protocols for censorship-heavy countries. Fair price. Used them for about 2 years with no issues. Really simple "just works" VPN provider.

Interesting project, I have been following it for about 6 months. They still need to improve on some things, would miss an audit I hope it will happen in the future.

Solid provider that supports various protocols for all situations. Just a small note they do accept cash payment, probably outdated information here.
